The Los Angeles County Metropolitan Transportation Authority (Metro) initiated the Los Angeles County Goods Movement Strategic Plan (Plan) in November 2018 to develop a stakeholder supported vision and guiding principles that facilitate a sustainable goods movement transportation system throughout the County. The Plan aims to develop transformative policies and strategies that direct goods investment that is consistent with Metro’s Vision 2028, Long Range Transportation Plan, and Equity Platform.
The Plan Vision outlines that Metro will become a national leader and a regional partner in implementing a responsive and coordinated freight transportation system through policies that support a competitive global economy, and a steward of equitable and sustainable investments and technological innovation that will advance environmental goals for County residents.
The Plan lays out Metro's core values and Goods Movement Planning's priorities that were developed through stakeholder input: Equity and Sustainability, Safe and Efficient Multimodal System, Culture of Investment and Innovation, Strong Markets and Reliable Supply Chains, and Strong Labor Force. These core values and priorities were developed to establish comprehensive approaches in addressing a myriad of interconnected freight-related challenges witnessed across the County, and will serve as guiding principles for Metro’s goods movement planning activities to improve quality of life while supporting economic sustainability and prosperity.
The stakeholder engagement and planning activities pursued under the development of the Plan seek to broaden the understanding of relevant issues involved with goods movement so that the Plan will serve as a guiding document to assist informed decision making on funding and programming of projects.

The Vision of the Goods Movement Group is to be a national leader in implementing innovative, efficient and effective policies, programs and projects that support the safe movement of people and goods in a competitive global economy; a steward of equitable and sustainable investments; and LA County's champion for a cohesive and coordinated freight transportation system.
