Project Background

The 2014 Draft EIS/EIR for the Eastside Transit Corridor Phase 2 Project was released in August 2014. Due to comments received, the Metro Board of Directors deferred the selection of a Locally Preferred Alternative (LPA). Instead, the Metro Board of Directors directed staff to carry out technical work to:

  1. Conduct additional technical investigation to address major areas of concern raised by cooperating agencies, corridor cities and stakeholders;
  2. Identify a new north-south connection for the Washington Alternative and;
  3. Explore the feasibility of operating both the SR 60 and Washington Alternatives

In May 2017, a technical study for the Eastside Transit Corridor Phase 2 Project was completed. That study addressed major areas of concern raised by agencies, corridor cities and stakeholders. The 2017 technical study identified a new north-south connection between the Atlantic/Pomona Gold Line Station and Washington Bl. The study also introduced a Combined Alternative that proposed the build out of both SR 60 and Washington Alternatives. Based on the 2017 technical work, the Metro Board of Directors updated the Project Definition to include three build alternatives and authorized reinitiating the environmental review process to assess the benefits and impacts of building and operating:

  1. SR 60 Alternative
  2. Washington Alternative
  3. Combined Alternative (builds both SR 60 and Washington alternatives)

In 2019, the environmental process was reinitiated with a Notice of Intent to prepare a Supplemental Draft Environmental Impact Statement (EIS)/Recirculated Environmental Impact Report (EIR) to include updated environmental analysis, continued coordination with regulatory agencies, more advanced engineering design and refinement of the alternatives under consideration at that time (SR 60, Washington, and Combined). Scoping meetings were held to receive input from the pubic and stakeholders.

In February 2020, the Metro Board of Directors withdrew the SR 60 and Combined Alternatives from consideration in the environmental process, based on technical study findings and public input during scoping. The board decided to proceed with the California Environmental Quality Act (CEQA) for the environmental review process to discontinue the National Environmental Policy Act (NEPA) study for the Project. These actions will help focus the environmental study and advance the accelerated goals for the Project.

The board also directed that a separate feasibility study be completed along the SR 60 corridor, in the San Gabriel Valley, to identify potential mobility solutions and options in the short and long-term.

Based on the Board actions in February 2020, the EIR will proceed with the Washington Alternative and a reasonable range of alternatives as required by CEQA including No Action, Initial Operating Segments, alternative maintenance and storage facility location options and design variations. This process will continue with robust public engagement and outreach process to include interested stakeholders and communities along the project corridor. As the environmental study advances, opportunities for community input will be provided at key milestones in the planning process.
