What is active transportation?
Active transportation refers to human-powered methods of travel, such as walking, bicycling or rolling to get from one place to another. Everyone uses active transportation at some point in a trip, whether walking to a rail station, bicycling to work or rolling home from a bus stop.
What are the benefits of active transportation?
- Safe places to walk, bike or travel by other human-powered means improves access to transit and provides more travel choices
- Active transportation options can reduce transportation costs and support the local economy
- Active transportation can reduce greenhouse gas emissions and traffic congestion
- Active transportation improves public health by providing more opportunities for physical activity
What is Metro doing to support active transportation?
Metro is currently working on a number of projects and programs to advance active transportation and provide more travel options throughout the county. These efforts correspond to one or more of the following areas in which Metro has an influence over active transportation: funding, policy and regional leadership, transit network planning and access improvements, and education and promotion.

Metro Bike Week
Bike Week LA encourages cycling and helps raise awareness about bicycle and pedestrian safety in the LA County. Bike week involves resources and activities for new and experienced cyclists.
Guided Community Bicycle Rides
Metro’s guided ride events help fulfill the agency’s goals of encouraging bicycle trips and promoting safe cycling skills.
Safe Routes to School
Encourages students to use sustainable travel modes, such as walking, biking and public transit.
Metro Open Streets Grant Program
Open Street events are temporary one-day events that close the streets to automotive traffic and open them to people to walk or bike. The goals of the Open Streets Grant Program is to provide opportunities for 1) riding transit, walking and riding a bike, possibly for the first time, to encourage future mode shift, and for 2) civic engagement to foster the development of multi-modal policies and infrastructure at the local level.
Bike Share Implementation Plan
Metro is leading a regional effort to develop a user-friendly bikeshare system to facilitate first/last mile connections.
Metro provides bike parking at many stations throughout the system to improve first and last mile connections, including Bike Racks, Bike Lockers and upcoming secure Bike Hubs.
Rail to River Active Transportation Corridor
How Metro is studying the Rail-to-River proposal
The Rail to Rail/River Active Transportation Corridor Project (Rail to Rail/River ATC Project) will convert an existing, underutilized railroad right-of-way (ROW) into a multi-purpose transportation corridor continuing on to the Los Angeles River, spanning up to 10.6 miles.
Gold Line Eastside Access Project
Transit related, pedestrian and bicycle improvements to improve access and safety on streets surrounding Gold Line Eastside Extension stations.
Bicycle Traffic Safety Classes
Metro is working with local non-profit bike organizations to help make bicycling safer in Los Angeles County by conducting bicycle traffic skills classes countywide. These safety education classes are free to the public and are available May through September 2015.
Connect US Action Plan
The Connect US Action Plan (formerly Union Station and 1st/Central Station Linkages Study) was developed to improve pedestrian and bicycle connections to and from Los Angeles Union Station, the 1st/ Central Regional Connector Station, and the surrounding historic and culturally significant communities.
Complete Streets Policy (2014)
Intended to advance state, regional and local efforts to create a more “complete” and integrated transportation network for all travel modes.
First Last Mile Strategic Plan (2014)
Outlines a specific infrastructure improvement strategy designed to facilitate easy, safe and efficient access to Metro’s system.
Countywide Sustainability Planning Policy and Implementation Plan (2012)
Guides integration of sustainability in Metro’s planning functions.
Los Angeles County Metropolitan Transportation Authority/Southern California Association of Governments (SCAG) Joint-Work Program (2012)
Collaboration between Metro and SCAG on activities in support of Regional Transportation Plan/Sustainable Communities Strategy and to advance sustainable transportation options.

Identify short and long term strategies for leveraging urban design, partnerships and project development to create environments that promote walking and biking, transit use, and public health.

Bicycle Transportation Strategic Plan (2006)
Describes a vision for Los Angeles County and promotes bicycling. Establishes regional bicycle planning policies and provides tools that can be used by local agencies in creating their own bicycle plans.
Metro Funding Opportunities
Metro Call for Projects
A competitive process that distributes discretionary capital transportation funds to regionally significant projects in eight modal categories.
Metro Open Streets Program
Metro is providing grant funding to for Open Streets events in communities throughout the county. Open streets events temporarily close streets to automobiles and open them up to people to reimagine and experience their streets while walking, biking, rollerblading or pushing a stroller in a car-free environment.
Metro Express Lanes Grant
Provides Grants to increase mobility and person throughput through a series of integrated strategies in the I-10 and I-110 corridors. Funded by the generation of net toll revenues from the Congestion Reduction Demonstration Program (CRDP), also known as ExpressLanes.
Metro Transit-Oriented Development (TOD) Planning Grant
The TOD Planning Grant Program is designed to spur the adoption of local land use regulations that are supportive of Transit Oriented Development in Los Angeles County.
Transportation Development Act (TDA), Article 3
TDA funds are administered by Metro and used by cities within Los Angeles County for the planning and construction of bicycle and pedestrian facilities.

California Active Transportation Program
The ATP was created by Senate Bill 99 (Chapter 359, Statutes of 2013) and Assembly Bill 101 (Chapter 354, Statutes of 2013) to encourage increased use of active modes of transportation, such as biking and walking.
Highway Safety Improvement Program (HSIP)
Under The Moving Ahead for Progress in the 21st Century Act (MAP-21), the Highway Safety Improvement Program (HSIP) is a core federal aid program to states for the purpose of achieving a significant reduction in fatalities and serious injuries on all public roads.
Transportation Investment Generating Economic Recovery
TIGER discretionary grants fund capital investments in surface transportation infrastructure, and are awarded on a competitive basis to projects that generate economic development and improve access to reliable, safe and affordable transportation for disconnected urban and rural communities.
